What are my account and customer numbers?

Your account and customer numbers can be found on a copy of your bill as a Account#-Customer# combination (e.g. "123456-12345").

  • Account #: The first 6 digits are your Account number which identifies your property location and services.
  • Customer #: The last 5 digits are your Customer number which identifies your customer information and will be the same for any account you have in Pullman.

When making a payment, please include your full Account#-Customer# combination with the payment. This will ensure your payment is correctly applied to your account.  If you make payments using Bill Pay through your bank, make sure to update your Account#-Customer# with your bank.

Why can't I download a copy of my old bills?

If you are trying to view or download a copy of a bill that was created in our old utility billing software, you will see an error mesage that looks like this:

"Sorry, an error has occurred."

Unfortunately we are unable to upload copies of these past bills into the new software. However, if you need a copy of an older bill we can help! Send us a request for a bill copy HERE.

Are there fees for making payments online?

Payment Fees: 

*These fees only apply if you are processing a payment online or using a credit card at City Hall*

Pay utility bills through Utility Access online with a Debit or Credit Card: 3.60% Processing Fee ($2.50 minimum)
Pay utility bills through Utility Access online with an ECheck: $1.95 Flat Fee
 - This "E-Check" is NOT the same as a BillPay through your financial institution 

This fee is separate and additional to any City of Pullman charges.  As such, the City of Pullman does not receive any part of these service fees.

I am a tenant/renter, what do I need to do?

If you are a renter, consult with your landlord or lease to determine if your are responsible for utility services at your home or apartment. If you are responsible for utility services, you can start, stop, or request changes to your services by submitting a request HERE. You can also manage your account by registering your account online through the Utility Access portal to view your bills or make payments.

I am moving, how do I start or stop service?

If you are moving in or out of a property in Pullman, let us know by submitting a start or stop service request HERE. If you already live in Pullman and are moving to a new location within the City, make sure to include your current Account-Customer number with the request. Your Account number will change to the new property but Customer number will remain the same.  After you have moved, update your Utility Access portal with your new account by navigating to Manage Accounts.

How can I pay my City of Pullman utility bill?

We have several payment options availiable:

  • Online with card or e-check payment through Utility Acess online portal. You can also enroll in Auto Pay!
  • Mail or in-person at Pullman City Hall located at: 190 SE Crestview St. Pullman, WA 99163. Checks, cash, and credit cards are accepted. Include your bill coupon or your full Account-Customer number to make your sure your payment is applied correctly. Make checks payable to: City of Pullman. Ensure your check is dated, signed and all field are filled in.
  • Bill Pay through your bank or credit union. Please be sure to include your full Account-Customer number as it appears on your bill.
What if I need to update or change my customer information?

You can update your mailing address anytime through your Utility Acess portal. From the portal home page, navigate to Account Details and click the pencil next to your mailing address to update.
