City of Kelso is committed to keeping our customers connected to essential services during the COVID-16 pandemic emergency. If you are experiencing hardship as a result of the COVID-19 pandemic, you may be elgible for support, including long-term payment arrangements or bill assistance. The Proclamation does not relievce customers from the obligation to pay for utility services.

First Time Users:
-Select Register (located top, right) to access the Member Registration page
-Enter your information and select Create Member
-A verification email will be sent to you. Select the hyperlink within the email to complete the activation of your account
-Once registration is complete, you will enter specific utility account information:
Select the Utility Billing link (right, or top)
Enter your utility account number as it is noted on your utility bill dated after 6-17-19 (XX-XXXXXX-XX)
Enter your last payment amount, not including any fees paid. New customers who have never made a payment will enter $25.00.

You can also pay by phone @ 1-866-236-8105. Simply enter your account number, the first 3 numbers of you address. You are able to get balance information and make payments!
Paperless e-billing now available!
We are pleased to announce a new paperless e-billing option. The benefits of switching from paper billing to e-billing:

-View your bill sooner; you’ll receive an e-mail notification when your bill arrives
-Access your bill 24/7 online
-Opting for e-billing is easy!
If you are already registered to use your Account Manager, simply select opt for e-billing. If not yet registered, follow the First Time User instructions above. Once registered you are ready to opt in to e-billing.
