Terms and Conditions for the use of e-Bill

The City of Freeport’s e-Bill services are provided in part with assistance from Tyler Technologies, Inc. and Open Edge Payments, LLC. (collectively referred to as “Payment Services”). Payment Services will use information collected from you only as necessary to assist the City of Freeport in processing payment according to the terms set forth herein.  The City of Freeport reserves the right to modify these Terms and Conditions at any time. The City of Freeport will promptly reflect any such modifications in the e-Bill webpages.

Password Policy

Use of e-Bill for the payment of utility bills will require both a User ID and a unique Password during the registration process. Each User ID and password can only be used by one individual.

Anyone with knowledge of both your User ID and Password can gain access e-Bill and the information that is available through your account.  Accordingly, your password should be kept secure and should not be shared with other parties. By agreeing to the terms and conditions of this e-Bill Usage Agreement, you agree to be solely responsible for the confidentiality and use of your Password, as well as for any communications entered on, or payments authorized, through e-Bill using you Password.

As a condition of use, you must tell the City of Freeport AT ONCE if you believe your Password has been lost or stolen or that someone has accessed your e-Bill account without your permission You may contact us at the City of Freeport by calling:

The City of Freeport reserves the right to reset any Passwords that may have been lost or stolen.

For other services such as payment for liquor licenses, cemetery plots, food and beverage taxes, etc., these services will be processed as one-time online payments and will not require the creation of an account.

Use of e-Bill

You may use e-Bill to pay your City of Freeport utility bills (e.g., water/wastewater/garbage/storm improvement/road improvement/capital improvement/storm water), directly through your checking, savings, VISA, MasterCard, or American Express account in the amounts and on the days you request. By enrolling in e-Bill, you authorize the City of Freeport utility bills to be delivered through to you through e-Bill, though the City may still send a paper copy of your Bill in addition to the e-Bill. The City of Freeport will not charge you fees for utilizing the e-Bill service, however, payments made through e-Bill software will be charged a 3% convenience fee.

Once you are logged in to e-Bill, you are able to set up an Automatic Payment option for the payment of your utility services.

Through utilizing e-Bill, you agree and warrant that you will not intentionally provide false information when accessing or using this e-Bill website. You also agree that you will not falsify, forge or otherwise tamper with any information you receive as part of the e-Bill service.


Payment Services may collect your IP address and domain name for purposes of addressing fraudulent charges. The City of Freeport may also use “cookies” as part of its interaction with your browser. “Cookies” consist of files of information that a website transfers to a site visitor’s hard drive to track site and user activity. Many websites use cookies; however, most browsers enable you to refuse cookies or to determine if and how cookies will be accepted by your hard drive.

The City of Freeport will not be responsible for any loss resulting from a cause over which it does not have direct control, including, but not limited to, failure of electronic or mechanical equipment or communication lines, telephone or other interconnect problems, computer viruses, unauthorized access, theft, operator errors, sever weather, natural disasters, strikes or other labor problems, wars, or governmental restrictions.

The City of Freeport does not make any warranties, whether written, oral or implied, concerning or arising out of the use of this e-Bill website, including, without limitation, any warranties of merchantability, fitness for a particular purpose, any warranties concerning or arising out of failure to receive any bill in a timely manner, or non-infringement of third-party proprietary rights unless disclaiming such warranties is prohibited by law. The City of Freeport will not be liable for any damages of any kind arising from the use of this e-Bill site, including, but not limited to, direct, indirect, incidental, consequential and punitive damages. You expressly agree that your use of this e-Bill site, or any consequences arising out of or in connection with your use of this e-Bill site, is at your sole risk. You acknowledge and agree that you are solely liable for the timely payment of bills, regardless of whether or not you have received any such bills, whether timely or otherwise, and whether transmitted via e-mail or any other method.

The City of Freeport will store and protect this information in the manner the City stores and protects other personal customer information. The City of Freeport will only disclose information to third parties about your account or the payments you make: where it is necessary for completing transactions (for example to Payment Services), or in order to verify the existence and condition of your account for a third party, such as to comply with government agency, applicable law, or court orders, or if you give us your permission. The City of Freeport does, however, reserve the right to provide non-personal identifying information such as aggregate data to third parties.
