Citizens need to be aware that the City has fraud mitigation through enhanced ZIP code validation. Banking institutions have recently instituted a hard match for Zip Codes/Addresses used for payments. This means that the address
that an individual keys in as their address on the credit/debit card on the City of Burlington payment site MUST match exactly to the zip code/address card at the individuals issuing financial institution. If it does not match perfectly, the payment will be
declined by the banking institution.
- Banking institutions now validate the ZIP code a payer enters during checkout against the code stored by the card-issuing financial institution. An incorrectly entered code causes a decline message to be shown.
- Since the ZIP code has not always been validated, payers who previously stored a credit card or are entering a new card for a one-time payment may experience a transaction decline if the code they entered does not exactly match the code stored by the card-issuing
institution
Scheduled Payments- Scheduled payments are not a "payment arrangement" be sure that your payment
is scheduled before the original due date/delinquent notice date. Delinquent notices are not shown in Transaction detail-all that appears is the late fee. Bills that are past due are subject to disconnect after 10 days from original due date. ANY
PAST DUE balance showing on a current bill is subject to immediate disconnect/additional fees.
